摘 要:构建地方金融监管问责机制是强化金融风险处置责任的有效手段。第五次全国金融工作会议明确提出,地方金融监管应在中央统一事权的前提下强化各地风险处置责任。目前,我国地方金融监管体制仅确立了"金稳会"机构设置以及地方政府对地方金融监管机构的问责机制,尚缺乏他项问责机制的体系性设计。基于监管者问责理念,金融监管问责需要在明确监管主体前提下确定监管目标,构建常态化回应交流平台,实现事前、事中、事后动态化问责,并通过配套立法为问责机制提供实体性和程序性保障,以此发挥地方金融监管问责机制的监管者治理和提高监管效率的作用。The fifth national financial work conference made it clear that local financial supervision should strengthen the responsibility for disposal risk all regions under the premise of unified authority of the central government.The local financial supervision accountability mechanism is an effective means to strengthen the responsibility for disposal risk.China has determined the accountability subject status of Financial Stability Development Committee and local governments according to the central programmatic document.However,It also lacks other related accountability mechanisms.Operation of accountability mechanisms need a series of system design to cooperate based on the theory of regulators accountability.Achieving financial supervision accountability needs to set a regulatory goal,and building a normalized response communication platform in the whole process under the premise of clear regulatory agencies.Meanwhile,making a relevant law to provide substantive and procedural security for accountability mechanism so that the local financial supervision accountability shall play an effective role in governing regulators and improving the regulation efficiency.
