摘 要:教育投资体制的构建是整个教育事业发展改革的核心,决定着教育改革的方向和成败。从建国以来我国教育投资体制改革的历程中可以发现,顺应经济体制改革和经济结构转型的要求、满足社会发展所带来的人民群众不断增长的教育需求是推动中国教育投资体制改革的两大内在动力和基本逻辑。适切的教育投资体制就是要在不断的动态调整和改革的过程中力求兼顾双重目标的实现。沿循这一改革逻辑分析,当前我国教育投资体制存在着诸多不适应经济体制和经济结构改革要求,不能很好满足社会发展和人民群众教育需求之处,如主体不清、分担不明;渠道不顺、来源不畅;结构不优、效率不高;配置不均、协同不力等。随着社会主义新时代的到来,要构建社会主义现代化强国建设所需的,同时又适应教育改革"并联式叠加发展"要求的教育投资体制,应该将明晰政府的职能边界和市场的作用边界确定各级各类人才培养的资源配置标准、不断提升区域连接性以及各级各类教育政策的协同效率、以区块链思维来创新现有的教育治理体系和结构(包括提高体制内外协调治理水平)、优化教育资源配置方式等作为深化改革的着力点。The construction of educational investment system is the core of the development and reform of the entire education industry,and determines the direction and success of educational reform.From the course of China’s educational investment system reform since the founding of the People’s Republic of China,we can find two major internal forces that promote its reform.The one is complying with the requirements of economic system reform and economic structural transformation,and the other is meeting people’s growing education needs brought about by social development.Appropriate educational investment system is to strive to achieve dual goals in the process of continuous dynamic adjustment and reform.Following the logic of reform,we found the current educational investment system in China has many problems that do not meet the requirements of economic system and economic structure reform,and cannot meet the social development and education needs of the people,such as the subject is unclear and the sharing is unclear;the channels are not smooth and the sources are not smooth;the structure is not optimal and the efficiency is not high;the allocation is uneven and the coordination is weak.With the advent of the new socialist era,it is necessary to build the educational investment system needed for the construction of a socialist modernized country and at the same time meet the requirements of the"parallel superimposed development"of education reform.Finally,we concluded six focuses of reform.There are clear the boundary,determine the standard,strengthen collaboration,improve the governance and learn from the world.
