摘  要:本文利用质性分析软件NVivo11,对《国务院关于鼓励社会力量兴办教育促进民办教育健康发展的若干意见》和29个省级政府贯彻落实意见所发布的政策文本内容进行研究。通过聚类分析发现,虽然各省级政策相对"国务院三十条"在文本结构上调整显著,但整体内容上相似度较高,举措的创新和突破有限。通过对省级政策文本870项编码单词数进行统计,选择复制比较低、创新程度较高的六个条款进行编码解析,重点分析其主要内容的创新与突破,并针对一些省级政策文本创新与突破的主观内生性动力有待激发、省级政策文本创新与突破的一些内容的关键性有待突出和操作性有待加强的问题,建议顶层设计与基层创新相结合、优化地方法规与政策体系,加大扶持与强化规范相结合、及时回应社会关切与诉求,突出重点与强化特色相结合、持续提升立法质量与实效。In this paper,NVivo11,a qualitative analysis software,is used as a research tool,and the 30 articles of the state council and the provincial policy texts issued by 29 provincial governments to implement the 30 articles of the state council are used as research objects for qualitative research.By provincial policy text with"in article 30 of the state council"between the cluster analysis found that although the provincial policies are significantly adjusted in terms of text structure compared with the"in article 30 of the state council",the overall content is similar,and the innovation and breakthrough of measures are limited.Based on the statistics of 870 encoded words in provincial policy texts,six terms with low replication and high innovation degree are selected for coding and analysis,focusing on the innovation and breakthrough of its main content,and the subjective endogenous motivation of some provincial policy texts innovation and breakthrough needs to be stimulated,and the key content of some provincial policy texts innovation and breakthrough needs to be highlighted.It is suggested to combine top-level design with grass-roots innovation,optimize local laws and regulations and policy system,increase the combination of support and strengthening regulation,and timely respond to social concerns and demands,highlight the combination of key points and strengthening features,continuously improve the quality and effectiveness of legislation.
