摘　　要：【目的/意义】公共卫生事件应急信息协同的经验模式和发展规律是推进和完善应急管理体系和能力现代化的重要基础。为优化应急信息协同过程、推进应急信息协同建设,以应急政策的联合发文主体为基础构建公共卫生事件应急信息协同网络。【方法/过程】利用社会网络分析考察公共卫生事件政府应急信息协同网络的演变历程,以协同治理理论为基础阐释其演进动力和逻辑。【结果/结论】研究发现:中国公共卫生事件中的政府应急信息协同模式出现“多中心分割型—双中心紧密型—均衡型—双中心高频型”的转变。纵向权威引导、执政理念转变、价值观推动、公共卫生事件触发、信息技术发展是推动政府应急信息协同结构变迁的主要驱动因素。可通过促进连接分布均衡、增加信息协同密度、提高网络凝聚力,优化公共卫生事件政府应急信息协同。【创新/局限】本文从时序角度探析公共卫生事件应急信息协同网络的动态演进,归纳应急信息协同的4种模式,为推进应急管理现代化建设提供理论依据和实践指导,但在结合现实案例的阐释方面仍有不足。【Purpose/significance】The empirical model and development law of public health emergency information collaboration is an important basis for promoting and improving the modernization of emergency management systems and capabilities.To optimize emergency collaboration and improve emergency information collaboration,the public health emergency collaboration network(ECN)is constructed based on the joint publishing subject of emergency policies from the perspective of policy network.【Method/process】Social network analysis was used to study the evolution of government ECN in public health events.The evolutionary dynamics and logic of ECN were explained based on collaborative governance theory.【Result/conclusion】The study found that the government emergency collaboration model in public health events has undergone four stages including the transformation from multi-center segmentation type to double-center compact type,to balanced type,to double-center high-frequency type.Vertical authority guidance,transformation of ruling concepts,promotion of values,triggering of public health events,and information technology development are the main reasons that promote the changes in government emergency collaborative structure.At the current stage,the government ECN should be optimized from promoting a balanced distribution,increasing information collaboration density,and improving network cohesion.【Innovation/limitation】This paper analyzes the dynamic evolution of public health events ECN from the perspective of time sequence,and provides theoretical basis and practical guidance for promoting the modernization of emergency management.Four modes of emergency information collaboration are summarized.However,there is still a lack of interpretation in combination with real cases.
