摘　　要：第三部门在公共文化服务的提供以及传承文化方面发挥着政府和营利组织无法替代的作用。英国第三部门在文化遗产经营管理方面形成了比较成熟的制度、政策和参与方式,越来越多的文化遗产通过第三部门的参与而得到了保护、利用与可持续发展。我国文化遗产的经营与管理需借鉴英国第三部门和公私合作发展的经验,政府部门权力和职能逐渐向社会转移,支持和鼓励第三部门组织的发展,具体从税收政策、资金筹措以及与民间组织的合作方面进行完善。The third sector plays an irreplaceable role for the government and for profit organizations in the provision of public cultural services and cultural heritage.The third sector in the United Kingdom has formed a relatively mature system,policy and participation in the management of cultural heritage.More and more cultural heritage has been protected,used and developed sustainably through the participation of the third sector.The operation and management of our country’s cultural heritage needs to learn from the experience of the development of the third sector and public-private cooperation in the United Kingdom.The power and functions of government departments are gradually shifting to the society,supporting and encouraging the development of the organizations of the third sector,which can be specifically improved from taxation policies,fund raising and cooperation with the non-governmental sectors.
