分布式领导理念下的二级学院治理路径探究

摘　　要：积极推进二级学院治理对实现大学善治、建设现代大学制度具有重要意义。受科层式管理、传统治理的影响,当前二级学院治理面临结构不合理、权力失衡和文化缺失的困境。分布式领导作为一种新型领导理念,为完善二级学院治理提供了新思路。为完善二级学院治理,学院应建立起多元共治、分工协作的扁平化组织,在外处理好与学校和政府的层级关系,在内要平衡政治、行政和学术三大权力关系,同时通过制度安排和价值引导推进治理文化建设。Actively promoting the governance of secondary colleges has great significance for the realization of good governance in universities and the construction of modern university system.Influenced by bureaucratic management and traditional governance,secondary college governance faces the dilemma of unreasonable structure,power imbalance and cultural deficiency.As a new concept,distributed leadership provides a new way of thinking for the governance of secondary college.In order to improve the governance of secondary colleges,colleges should establish a flat organization with multiple governance and labor division,handle the hierarchical relationship with universities and governments well outside,balance the power relationships among politics,administration and academy inside,promote the construction of governance culture through institutional arrangement and value guidance.
