摘 要:财政政策和货币政策是国家实施宏观调控的两大经济手段。本文运用较为科学的空间计量法,讨论财政型绿色投资、货币型绿色信贷政策与城乡收入差距之间的关系。研究证实:绿色信贷对城乡收入差距具有抑制作用,绿色投资对城乡收入差距作用不突出,绿色投资与绿色信贷协同显著缩小了城乡收入差距。北方地区绿色信贷对城乡收入差距的影响与总体保持一致,其他地区不明显。在经济中等和经济滞后地区,绿色投资与绿色信贷协同对城乡收入差距分别具有抑制、促进效应,经济先行地区则影响不显著。农业用电投入是绿色投资、绿色信贷影响城乡收入差距的主要传导通道。因此,要加强部门合作,完善机制设计,以激励相容为原则强化绿色投资、绿色信贷耦合,织密环境经济政策体系。还应因地制宜权衡选择单一型抑或协同型政策工具,提升环境制度对城乡共富建设的适应性。本文为构建财政、货币手段相结合的环境经济政策推动城乡共同富裕提供了有力依据。Fiscal policy and monetary policy are the two major economic means for a country to implement macroeconomic regulation.The article uses a more scientific spatial econometric method to discuss the relationship between fiscal green investment,monetary green credit policies,and urban-rural income gap.Research has confirmed that green credit has an inhibitory effect on the urban-rural income gap,while green investment has a less prominent effect on the urban-rural income gap.The synergy between green investment and green credit significantly reduces the urban-rural income gap.The impact of green credit on the urban-rural income gap in the northern region remains consistent with the overall situation,while it is not significant in other regions.In areas with moderate and lagging economies,the synergy of green investment and green credit has inhibitory and promoting effects on the urban-rural income gap,respectively,while the impact is not significant in economically advanced areas.Agricultural electricity investment is the main transmission channel through which green investment and green credit affect the urban-rural income gap.It is recommended that sectoral cooperation be strengthened,the design of mechanisms be improved,and the coupling of green investment and green credit be enhanced on the basis of the principle of compatibility of incentives,so as to weave together a system of environmental and economic policies.It is also recommended that the choice of single-type or synergistic policy tools be weighed according to local conditions,so as to enhance the adaptability of the environmental system to the construction of urban and rural wealth.This article provides a strong basis for building an environmental and economic policy that combines fiscal and monetary means to promote common prosperity between urban and rural areas.
