海南自贸港林业碳汇市场交易机制研究——以中国核证自愿减排量(CCER)国际化为出发点

摘　　要：当前中国核证自愿减排量(CCER)有望快速重启。受制于林业碳汇生长周期,海南亟须率先破局,基于碳汇生态价值实现机制的顶层设计,提前部署经营性碳汇造林和森林经营计划。本文以CCER国际化为出发点,提议与全国碳市场错位经营、相互补充、差异化发展,推动林业碳汇CCER离岸交易“走出去”和国际自愿减排交易产品“引进来”。依托自贸港生态文明建设制度集成优势,吸引全球林碳资产交易聚集于海南,高标准建设面向国际的碳排放权交易市场,构建起碳领域双循环新发展格局。At present, Chinese Certified Emission Reduction(CCER) is about to be reactivated quickly. Due to the growth cycle of forest carbon sinks, Hainan needs to take the lead in breaking the game by deploying plans for operational carbon sinks afforestation and forest management in advance, based on the top-level design of the mechanism for realizing the ecological value of carbon sinks. With the internationalization of CCER as the point of departure and the main characteristics, Hainan should promote the forestry carbon sinks CCER offshore trading “going out” and “bring in” international emission reduction trading products to realize dislocation management, mutual complement and differential development comparing with other national carbon markets. Relying on the integrated advantages of ecological development system of free trade port, Hainan should focus on attracting global forest carbon assets trading, building a high standard carbon emission rights trading market, and establishing a new dual circulation development pattern in the carbon field.
