海外园区低碳发展指标体系:赋能中国海外园区高质量发展

摘　　要：本文系统性地开发出可作为海外园区低碳化评估的准则层、目标层及指标层的三层分级指标,涵盖低碳经济、能源利用、资源利用、低碳设施、低碳管理五个方面。同时基于开发的海外园区低碳发展指标体系,构建了海外园区低碳发展指数,以处于运营状态的60家海外园区为对象进行比较评估。结果显示,海外园区绿色低碳发展水平不断提升,部分园区实现了经济增长和绿色低碳的双赢;海外园区低碳发展差距犹存,发展空间巨大;能源转型尚未在海外园区低碳发展中发挥应有作用,低碳发展空间和潜力巨大;不同层次、不同地域、不同类型的海外园区在低碳发展水平、发展特征和发展模式等方面存在较大差异。结合上述评估结果对政策制定者、海外园区投资主体和金融机构分别提出的建议包括:以政策标准指明绿色低碳高质量发展方向,建立低碳发展指标体系;以低碳试点形成可复制经验,树立标杆,打造示范园区;以低碳发展规划统领海外园区投资、建设与管理,推动可持续发展实践;以能源系统低碳化推动清洁能源及可再生能源普及应用,开展绿色基础设施建设与改造工程;以财税金融服务激励园区低碳投资,丰富绿色发展融资渠道。China’s overseas industrial parks not only play a critical role in boosting the development of China’s overseas markets and the construction of global value chains,but also reflect how green BRI is conducted in the real world,considering they tend to be energy-intensive areas with greenhouse gas(GHG)emissions lock-in effect for a long service lifetime.The low-carbon development of China’s overseas industrial parks is just starting up.Low-Carbon Development Indicator System(LCDIS)for China’s overseas industrial parks is set-up in this study,and the lowcarbon performance of these parks by applying LCDIS is evaluated based on LCDIS.LCDIS has multi-layer graded indexes in three tiers—criteria level,target level and indicator level covering:a)low-carbon economy,b)energy use,c)resource use,d)low-carbon facilities and e)low-carbon management.Applying LCDIS,this study constructs an index for the low-carbon development of China’s overseas industrial parks and conducts a comparative assessment with 60 overseas industrial parks.In general,China’s overseas industrial parks are widely distributed geographically,with different development stages,natural resource endowments and industrial categories,resulting in an uneven pattern of low-carbon development.Lack of awareness,insufficient capacity building,limited green development conditions and financial support are the key obstacles that restrict their low-carbon performance improvement.In response to those barriers,this working paper puts forward the following five recommendations for policy makers,investment entities and financial institutions respectively.Firstly,government should“step in”to specify broader low-carbon transition with policies and standards,and establish a low-carbon development index system;Secondly,to form replicable experience with best practices in low-carbon pilot parks;Thirdly,to enhance low-carbon development planning capacity through the whole lifecycle of China’s industrial park investment,construction,management,and operation;Fou
