摘　　要：在我国现阶段积极推进住房反向抵押养老模式(即以房养老)对提升居家养老保障和品质、弥补养老金缺口、践行普惠金融具有重要意义。但该领域目前仍存在制度和市场缺损,商业性机构意愿不足,定价相对保守,供需双方难以匹配。在此背景下,需要开发性金融发挥培育引领作用,增强市场参与各方信心,提供产品和定价基准,推动市场和制度建设。本文分析了现行商业性住房反向抵押养老产品存在的不足,按照开发性金融理念提出了住房反向抵押养老贷款产品设计,并在此基础上,对产品的定价进行了测算分析。分析表明,利用开发银行的融资优势,可进一步优化现行商业性住房反向抵押养老产品的定价水平,提升养老保障能力,有望进一步推动此项普惠金融业务的发展。同时,本文也结合住房反向抵押贷款业务的特点,提出了相关配套政策建议。To advance the housing reverse mortgage in providing the aged at this stage of China is of great significance to improve the quality of home-based care for the aged,to cover the gap of old-age pension,and to promote the inclusive finance.However there are yet systematic and market infects in this field,the aspiration of the commercial organizations is low,their pricing is comparatively conservative,and the supply and requisitioning parties are difficult to match each other.In such a context,it is necessary to ask the development finance to act as a leading role,so as to enhance the confidence of all the market participants,provide products and pricing standards,and push forward the construction of the market and also the institutional improvement.This essay raises an issue on the financing mode of housing reverse mortgage loan and its product design according to the development financing idea,and furthermore,the pricing of the products.And the analysis indicates that,making use of the financing superiority of development banks,it is possible to optimize the pricing of commercial housing reverse mortgage loan,strengthen the old-aged security system,and accelerate the development of the relevant inclusive financial service.Meanwhile,this essay also proposes some related supporting policies along with the specialties of housing reverse mortgage loan.
