生命健康科技创新高质量发展的科学思维与行动建构:以浙江省为例

摘　　要：生命健康科技创新具有科学价值、民生价值和产业价值,是实施创新驱动发展战略、参与全球科技创新竞争、打造共同富裕示范区的重点领域。推动生命健康科技创新高质量发展,必须厘清当前生命健康科技创新的新特征、新趋势、新情境,并在科学思维指导下进行协同性、系统性、超前性谋划和布局。在忠实践行“八八战略”、奋力打造“重要窗口”背景下,文章认为谋划浙江省生命健康科技创新要立足于学科思维、系统思维与范式思维,并提出实践层面的三方面建议:一是加快学科会聚与高能级平台前瞻性布局;二是坚持医药、临床、产业一体化发展;三是系统化配置人才、基地、平台和创新资源。Innovation in life and health science and technology is valuable scientifically,for the benefit of people’s livelihood and industrial development,and is a key area for implementing the innovation-driven development strategy,participating in global competition in science and technology innovation and creating a demonstration zone for common prosperity.In order to promote the high-quality innovation of life and health science and technology,it is necessary to clarify the new features,trends and situations of this innovation,and carry out synergetic,systematic and proactive plan and arrangement.In the context of faithfully implementing Double Eight Strategy and striving to build an"important window",this paper contends that the planning of life and health science and technology innovation in Zhejiang Province should be based on disciplinary thinking,system thinking and paradigm thinking,and proposes suggestions in three aspects at the practical level:first,to accelerate discipline convergence and the proactive arrangement of high-powered platforms;second,to insist on the integrated development of medicine,clinic and industry;third,to systematically allocate talents,bases,platforms and innovation resources.
