欧盟开展企业融资渠道调查的经验与启示

摘　　要：近年来,我国高度重视中小企业融资难、融资贵问题,并采取了一系列措施。但是,作为国民经济重要支撑的中小企业群体,仍然面临着较为严重的融资约束。在支持中小企业融资方面,欧盟定期开展专门调查,在调查中科学选定样本企业,调查问题设置全面、重点突出,通过外包方式开展专业化调查,调查结果及时对外公布并加以合理利用。2009年以来共开展了24轮调查,较好地掌握了企业融资、经营等具体情况,为科学制定政策和有针对性地加大对中小企业的融资支持提供了依据。我国应积极借鉴欧盟的相关经验,由中国人民银行牵头建立企业融资渠道调查机制,定期组织开展专题调研,及时掌握中小企业融资改善情况和面临的主要问题,并根据调查结果及时调整政策,进一步提升我国支持中小企业融资政策的针对性和有效性。In recent years,China attaches great importance to the problem of difficult and expensive financing of small and medium-sized enterprises,and has taken a series of measures.However,as an important support of the national economy,small and medium-sized enterprises still face serious financing constraints.In terms of supporting the financing of small and medium-sized enterprises,the EU regularly carries out special surveys,scientifically selects sample enterprises in the survey,sets comprehensive and focused survey questions,carries out professional surveys through outsourcing,and timely publishes and makes rational use of the survey results.Since 2009,24 rounds of surveys have been carried out to better grasp the specific situation of enterprise financing and operation,which provides a basis for scientifically formulating policies and increasing targeted financing support for small and medium-sized enterprises.China should actively learn from the relevant experience of the EU,the people’s Bank of China should take the lead in establishing the investigation mechanism of survey on the access to finance of enterprises,regularly organize and carry out special research,timely grasp the financing improvement and main problems faced by small and medium-sized enterprises,and timely adjust policies according to the survey results to further improve the pertinence and effectiveness of China’s financing policies supporting small and medium-sized enterprises.
