治理现代化视野中高校职能部门的性质与职责

摘　　要：我国高校职能部门作为参谋协调机构,主要承担咨询服务职责。通过对75所教育部直属高校公布的学校章程和职能部门职责的系统研究发现,无论是高校的章程还是其他规章制度,都未对职能部门的性质及其与学院的关系等作出明确的规定,对职能部门的设置、调整以及职责制定的程序与内容缺乏具体规定,并且各校的表述差异较大,重管理职权轻服务职责的现象比较严重。高校需加强职能部门建设的理论研究和政策研究,加强大学章程和制度建设,树立“学院办大学”理念,优化大学文化和提高管理人员素质。Through a systematic study of the regulations of 75universities directly under the Ministry of Education,it is found that neither the regulations nor other regulations have made clear provisions on the nature of functional departments and their relationship with colleges,and there are no specific provisions on the establishment and adjustment of functional departments,as well as the procedures and contents of responsibility formulation,the phenomenon of valuing management authority over service responsibility is relatively serious.Universities need to strengthen theoretical research and policy research on the construction of functional departments,strengthen the construction of university regulations,establish the concept of“running universities by colleges”,optimize university culture and improve the quality of managers.
