摘  要:食品安全问题关乎人民生命健康与社会安全,不仅仅是国内民生问题,更是国际民生问题,且同时涉及国际政治与外交、国际卫生与健康、国家安全与生物安全、海关监管等多维度的考量与权衡。在新冠肺炎疫情防控常态化及《生物安全法》落地施行的大背景下,作为国门卫士,我国海关应更加重视进口食品安全监管工作的统筹部署与落实推进,健全优化各类海关监管模式下进口食品安全监管工作机制,畅通国内外监管主体与企业双向沟通协作通道,进而完善进口食品安全监管法律制度。Food safety not only concerns human life and health and social security at home and abroad,but only involves multidimensional considerations and trade-offs in aspect of global politics and diplomacy,international sanitary,national security,biosecurity and customs supervision.Under the circumstance that the normalization of COVID-19 pandemic and promulgation of Biosecurity Law of the People's Republic of China,the General Administration of China Customs(GACC),as a key national border agency,is required to make an overall deployment and carry out proper safety supervision on imported food through optimizing a working mechanism tailored for different customs procedures and improving the communication between authorities and traders,which will be eventually beneficial for the corresponding legal system.
