中资企业员工在非安全问题论析

摘　　要：随着中非经贸关系的日益发展,在非中资企业员工安全问题的重要性日益凸显,如一些非洲国家政局不稳和反政府武装问题对中资企业员工的安全产生了重大影响。虽然一些非洲国家的反政府武装会制造有针对性的专门袭击,但更多的是偶发的波及性袭击。它们反映出了非洲在营商环境方面存在问题,也揭示出中资企业在应对方面的薄弱。中国应坚持与联合国、非盟在和平安全领域的合作,探索成立安保公司的可行性。中企应履行社会责任,加强对非舆论沟通,改善自身形象。从根本上讲,非洲国家实现政治稳定才是问题解决的关键,这需要非洲探索一条符合自身实际的政治、经济、社会发展道路。With the increasing development of China-Africa economic and trade relations,the importance of employee safety issues of Chinese-funded enterprises in Africa has become increasingly prominent,which includes the political instability and rebels issue in some African countries.These rebels made not only the targeted attacks,but also more incidental attacks by chance,which totally reflected African weak business environment and poor response of Chinese enterprises.Chinese government ought to adhere to cooperation with the United Nations and the African Union in the area of peace and security.Chinese should also explore the feasibility of security firms.Chinese enterprises should deepen cooperation with the host state military and police.Chinese enterprises should fulfill the social responsibility and strengthen the communication of public opinions in Africa,to improve the enterprise image.Fundamentally,the key of solution is to achieve political stability in Africa,which needs to find a suitable development path for Africa.
