摘 要:消费者、厂商与社会第三方参与监管的社会共治模式被视为破解食品安全监管难题的重要途径。相对单一规制,社会共治是如何保证监管效率的?又该如何在政府、消费者等规制主体间分配规制权力?本文在一个多重委托—代理框架中基于福利均衡模型分析进行了讨论。结论表明:社会共治能够有效降低委托人为抑制合谋而支付的佣金成本,相对于单一规制确实具有更高的社会总体福利水平与更低的规制成本。相对于分散规制与协同规制,具体的规制成本与期望收益取决于不同规制主体执行相同任务时的规制成本差异。在当前的政策环境与市场条件下,分散规制是更具效率的社会共治模式。最后,本文提出了相关政策建议。The social co-governance model in which consumers,manufacturers and third parties participate in supervision is regarded as an important way to solve the problem of food safety supervision.Compared with single regulation,how does social co-governance ensure the efficiency of regulation?How should regulatory power be distributed among regulatory bodies such as the government and consumers?This paper discusses the above issues based on a welfare equilibrium model analysis in a multiple principal-agent framework.The conclusion shows that social co-governance can effectively reduce the commission cost paid by the principal to suppress collusion,and it does have a higher social welfare and lower regulation cost than single regulation.Compared with decentralized regulation and collaborative regulation,the specific regulation costs and expected benefits depend on the differences in regulation costs when different regulatory bodies perform the same task.Under the current policy environment and market conditions,decentralized regulation is a more efficient mode of social co-governance.Finally,this paper puts forward relevant policy recommendations.
