摘　　要：国土空间规划实现城乡规划、土地利用规划等空间类规划的“多规合一”,“多规合一”不是简单的规划叠加,而是发挥各自的优势,既要把握城市发展规律的认识、体现空间规划的战略性和宏观导控作用,也要突出规划传导性强、可实施的特点。在梳理市级国土空间规划技术逻辑和管理逻辑内涵的基础上,构建了“问题—目标—指标—路径—策略”的完整技术逻辑链条,形成了“全要素一张图信息平台、全域覆盖的规划空间管制体系、全过程规划实施管理机制、全时域动态监测评估机制”的全链条闭环管理逻辑。Territorial spatial planning is an integration of urban-rural planning,land use planning and other types of spatial planning.Plan integration is not a simple plan superposition,but rather a means to take advantage of the strength of each type of plans.It is necessary to understand urban development laws,reflect on the strategic and leading roles of spatial planning,and pay attention to the plan implementability.The paper attempts to combine the technical and the management logic of prefecture-level territorial spatial planning.It constructs a complete technical chain of the planning process of"problem——goal——index——path——strategy"and a closed management loop,which can be expressed as"all-factor one-map information platform,planning system with global coverage,whole-process implementation mechanism,and global dynamic monitoring and evaluation".
