环境管制、环境技术创新与企业绩效:企业环境行为管理模式的有效性

摘　　要：政府对企业环境行为的管理先后经历了行政管制、政企协议及推动企业自愿环保等模式。但是,各模式孰优孰劣、是否有效尚缺乏系统回顾。本文采用文献研究及逻辑分析的方法,获得如下推断:企业环境行为管理模式是否有利于企业绩效取决于是否同时有环境技术创新和严格的行政管制,执行严格的政府环境管制能够提高企业的环境绩效,但与企业经济绩效没有确定的对应关系;严格且设计合理的政府环境管制政策可以实现经济绩效和环境绩效的双赢,原因是它能够激发企业的预防型环境技术创新;企业环境行为的驱动力量正从基于行政强制的威慑压力转向基于自主自愿的内在动力;发展中国家企业的自愿环境行为与政府行政管制之间表现为互补而非替代关系。在此基础上,本文提出了相应的政策建议。The government’s management of corporate environmental behavior(CEB)has experienced the patterns of administrative regulation,environmental agreement between government and corporate,and voluntary environmental protection of enterprises.There is still lack of systematic review of which pattern is superior and effective.By using the methods of literature research and logical analysis,this paper gets following deductions:environmental technology innovation is the key intermediary variable which decides the effectiveness of each environmental management pattern;government’s implementing strict environmental regulation can improve the environmental performance of enterprises,but there is no definitive relationship between environmental regulation and economic performance,only strict and reasonable design of regulation policies can realize win-win economic and ecological benefits,the reason is that it can inspire enterprises’preventive environmental technology innovation;the voluntary environmental behaviors of enterprises and government regulation are complementary rather than substitutive in developing countries;the driving force of enterprise environmental behavior is shifting from external deterrence pressure to internal motivation based on voluntary initiative.On this basis,corresponding policy suggestions are put forward.
