摘　　要：随着湖南省城市化建设不断加快,社会对白蚁防治服务的需求在持续增长和提高,而全省城市房屋白蚁工作存在区域发展不均衡、整体服务能力不高的情况.为解决社会需求更高与防治服务能力不足的矛盾,根据党和国家关于"十四五"公共服务规划的决策部署,湖南省出台了《关于全面加强城市房屋白蚁防治工作的通知》,以全面强化白蚁防治公共服务职能,着力构建公益属性鲜明、权责清晰明确、程序规范高效、技术质量先进、工作保障有力的高质量白蚁防治公共服务体系.该文件以规范白蚁防治工程项目全生命周期中各主体责任关系为核心,理顺"管"和"服"的关系,推进白蚁防治公共服务横向与纵向体系化发展.同时,根治白蚁危害也是一道社会治理题,需要相关利益主体参与共建、综合治理,才能确保"长治久安".Objective With the continuous acceleration of urbanization construction in Hunan Province,the demand for termite control services continues to grow and improve.However,the urban housing termite work in the province develops imbalanced in different areas,and the service capabilities is insufficient.In order to solve the contradiction between higher social demand and insufficient termite control service capabilities,Hunan Province has issued the"Notice of Hunan Provincial Department of Housing and Urban Rural Development for Comprehensively Strengthening Termite Control in Urban buildings",which is based on the decision-making arrangements of the Party and the state regarding the"14th Five Year Plan"public service,aiming to comprehensively strengthen the public service function of termite control,and strive to establish a high-quality public service system for termite control.There were 5 characteristics in this system,distinct public welfare attributes,clear rights and responsibilities,standardized and efficient procedures,advanced technology and quality,and adequate security support.The document focuses on standardizing the main responsibility relationship in the whole life cycle of termite control projects,to straighten out"Management"and"Service",and to promote the horizontal and vertical systematic development of termite control public services.Meanwhile,the eradication of termite hazards is also a social governance issue,which requires the participation of relevant stakeholders in co-construction and comprehensive management to ensure"long-term stability".
