摘　　要：对"穷人经济学"的医疗权进行深入解读,清晰勾勒出"收入分配→要素分配→权力分配"的演进轨迹,指出解决"穷人的穷问题"的医疗券制,不失为实现"全民低保"进而全民社保的有效途径。This paper clearly delineates the evolving track of "income allotment main factor allotment power allotment" for the medical rights by anaysis of "poor people economics".It is a valid way to carry out "all people minimum guarantee"through the operation of the medical treatment coupon system for "the terrible problenn of the poor people".
