摘　　要：该文指出,灾害是人类与自然界系统关系失调的结果。在工业时代,人类生产迅速发展,破坏了这个系统最敏感部分之间的和谐结构。环境与资源危机促使人类的生产、生活与思维方式发生变革。人类必将在21世纪依靠几千年积累的文化成果,成功地建立人类与自然界新的和谐,并使灾害从高峰迅速回落。The article indicates that the disasters are resulted from unbalance between man and nature system.In the industrial age the rapid development of modern civilization destroyed the harmonious structure which is the most sensitive part of man and nature system.Environment and resources crisis impel people to change the ways of social production,living and thinking.Mankind would be able to establish new harmonious relationship between man and nature and make disasters fall rapidly on the basis of cultural achi...
