摘　　要：构建社会主义和谐社会是目前全党和全国人民共同关注的头等大事,而这项工作的根本出发点和最终落脚点是提升人民群众的幸福感,包括物质幸福感和人际幸福感。所以,政府不仅需要解决人们的就业、医疗、养老、安全生产以及环保等客观物质生活保障,还要重视对公民社会主义道德观的培养和训练,提升人们在现实生活中的人际幸福感。胡锦涛总书记提出的“八荣八耻”社会主义荣辱观就是党和政府在这方面做出的重要贡献。At present constructing a harmonious society is the first task with which our government and people are concerned.The target of the task is to improve the degree of happiness in both material life and interpersonal relationships.So the government must not only guarantee people's material life such as employment,medical care,old-age pension,but also education people on socialist morality to improve their sense of happiness interpersonally.Eight Honors and Disgraces proposed by President Hu Jintao is the most significant contribution that the government has done in this regard.
