摘　　要：从制度经济学的角度分析环境制度的缺失和不合理对我国环境问题的影响。造成环境制度失灵的主要原因包括政府行为外部性、委托代理关系下的寻租行为以及既得利益集团的影响。矫正环境制度失灵的关键在于通过调整相应的制度安排纠正不当的政府偏好以减轻政府行为外部性和既得利益集团的影响。The paper has analyzed the impact on China s environmental problem caused by unreasonable and absent environmental regulations in terms of institutional economics.The failure of the environmental regulations was mainly caused by the government behavior externality,interest groups and government officially rent-seeking activities.The key to resume the functions of environmental regulations is to adjust the relevant regulations and correct the government s subjective preference so as to alleviate the impact c...
