摘　　要：目前 ,解决人才短缺是部队小医院重要课题之一。本文阐述了实施医务人员合同制 ,有效地解决了小医院人才短缺问题 ,为医院创造了良好的社会效益和经济效益 ;为军队精简整编。Solving the shortage of the talents is the main problem of small hospitals nowadays. The author illustrated the effect of actualizing contract system. It solved the problem of the shortage the of talents effectively, created the good social and financial benefit for the hospitals, offered good experiences for the army simplifying.
