摘　　要：行政理念是政府管理体制的思想文化根基。传统行政理念影响并制约着大部门体制改革的进程,必须建构与社会经济发展、政治体制改革相适应的现代行政理念。The administerative concept is the cultural and spiritual base of the government administrative system.The traditional administerative concept affects and controls the process of the reform of the large departments.Therefore,it is necessary to construct a modern administerative concept conforming to the social development and the reform of the political system.
