摘　　要：企业人力资源体现成本属性和增值属性 ,人力资源的实质是人的知识和能力 ,其可增值空间将远远超过为其支付费用的总和 ,应变消极的“成本控制”Business human resources represent the cost and increasing of the company .The heart of the humen resources is human's knowledge and abilities. Human resources can bring for more than what they get . So management should change the negative control of cost into the active investment.
