摘　　要：相对于政府和企业,非政府组织具有鲜明的组织特征和独特的社会治理优势,在现代社会中有力推动着三维资源配置体制的建立和社会的可持续发展;作为社会公共治理的重要主体, NGO可以促进社会阶层结构的优化,维护社会公平和正义,是社会公益事业和社会服务体系的身体力行者,在和谐社会的构建中发挥着独特作用。Compared with government or enterprises, non - government organisations are characteristic of striking organization and strength in social governance, which facilitates the foundation of three - dimension system of resource - disposition as well as the sustainable development of our society. As one of the important behaviors in the governance of public society, NGO is beneficial to the optimization of social structure, the maintenance of social justice, while being the vanguard of social commonwealth and the system of social service. In other words, it acts a peculiar role in the construction of harmonious society.
