摘　　要：立案是刑事诉讼中开始进行刑事侦查的必经的启动程序。作为刑事诉讼的一个独立程序,立案具有相当重要的作用。它是进入侦查或审判程序之前的一个判断程序,而这个判断程序又直接决定了对某人或某单位是否开展侦查或审判活动。立案工作当务之急是建立高效的现代化警务运行机制,健全和完善各项操作规范,不断创新,促进立案程序的规范化。The registering procedure of crimes in the police is one of the procedures, which are essential to investigation, and the value is crucial. It is deferent to the investigative procedure and the judgmental procedure, for the method of estimation is used. It determines the police should or should not investigate the crime.
