摘　　要：随着计算机网络技术的不断发展,建立和完善一个高效和全面的开放教育助学服务系统是保证远程教育发展的关键任务之一。构建基层电大远程开放教育助学服务体系,对学生进行现代远程开放教育思想的培训,使学生树立自主学习的新观念;帮助学生了解本专业的学习资源及其获得方法;转变教师角色,指导学生学会选择和使用各种教学媒体资源;充分了解学生的学能与动机,为学生提供个性化学习辅导服务等。With the development of computer network technology, establishing and completing te learning support system with high efficiency for the open education is one of the key factors to guarantee the development of distance education. This paper deals with some experience in constructing the learning support system for RTVU at basic level, which include: training students with theory of modern distance open education; establishing the new idea of autonomous learning; helping students acquire learning resources and leaning strategy; changing teachers' roles; directing students to select and use various kinds of teaching media, understanding students' aptitude and motivation and proving students with individual coaching, etc.
