摘　　要：根据党中央提出的西部大开发的战略决策和人才流动的规律 ,分析了西部地区的人才现状 ,指出了中国加入The article analyses the current situation of the talent according to the Western Exploitation's strategy and the rule of talent's mobility and points out some effects of China's WTO membership on western talent's exploitation and discusses the tactics of Western talent's Exploitation.
