西部加快三支人才队伍建设的对策探讨

摘　　要：实施西部大开发战略、全面加快小康社会建设和推进各民族进步 ,离不开一支宏大的德才兼备的各民族高素质的党政人才、专业技术人才和企业经营管理人才队伍的支持。为此 ,西部必须进一步加快三支人才队伍培养的速度 ,重视培养“留得住、用得上、作用强”的高素质人才 ;重视人才队伍建设规划 ,加强规划实施的领导 ;确立统筹兼顾的人才培养思想 ,推进人才培养与经济社会发展相适应 ;增强人才的创新能力和综合竞争实力 ;人才队伍建设必须坚持以培养高层次人才为龙头。Qualified personnel of political parties, specialized technology and business management from different nations are in great need to carry out the strategy of developing West China, to speed up the construction of the well-to-do society, to improve the advance of peoples. So, it is necessary to quicken the development of three kinds of personnel, especially high-qualified personnel of “willing to serve, useful in practice, powerful in work”. Much emphasis should be put on the plan of personnel establishment and its leadership. To develop high-qualified personnel of innovation and all-round abilities to adapt to the pace of social development should come first.
