摘　　要：加强道德建设从“道德底线”抓起是人类社会生存发展的需要 ,是实施以德治国战略方针的需要 ,是市场经济健康发展的需要 ,是提高全民素质的需要 ,也是加强公安队伍建设的需要。因此 ,综合运用多种有效措施 ,强化“道德底线”Baseline of Morality is the base of moral construction in a country. It is necessary to the development of human society and the Market Economy. It is beneficial to the execution of the policy of Government by Morality and the construction of public security force. And it helps to better the quality of the people. Comprehensive measures should be applied to intensify Baseline of Morality in one's behavior.
