摘　　要：本文对解决社会问题、经济问题时所涉及到既有定量因素又有不易量化的定性因素的选址问题时,如何综合考虑两种因素找出最佳平衡点。这里介绍一种方法简单,切实可行,易于掌握的“优度法”。“优度法”还可推广到带有综合性质的单位、团体评优等问题上。To select the suitable address when solving the social problems and economic problems, we must consider the quantitative factors and qualitative factors, and then, find out the balance point between them. In this paper, the author introduces the 'optimize - and - measure method' to solve the problem described above. It is proved that this method is easier and much more feasible than the common methods. The 'optimize - and - measure method' also can be extended to the optimize selection of the enterprises and groups.
