摘　　要：本文就《1972年国际海上避碰规则》中"不应妨碍"条款的含义、适用范围及相关的法律意义与法律责任进行分析和探讨,并举例加以说明.This article analyses the meaning,the application scope,the relevant legal meaning and legal liability of the phrase 'not to impede',which appears in the International Regulations for Preventing Collisions at Sea,1972.Several examples for illustration are provided.
