高校贫困学生认定工作中的困难与对策

摘　　要：要落实资助政策,做好高校家庭经济困难学生的资助工作,第一步就是要做好贫困学生的认定工作。目前高校一般通过"学生本人申请—学院民主评议、公示—学校复审、公示"的程序来认定贫困生。这样的认定程序存在一定的问题:难以掌握学生及家庭的真实经济状况;贫困的标准难以确定;学生的人际关系对认定结果的影响较大;无偿性资助比例过高,导致非贫困生想方设法骗取贫困生身份。建议:从政策上完善学生家庭经济情况的审核;加强诚信教育,建立诚信档案;减少无偿性资助;建立贫困生认定的指标体系,进行量化考核。To implement the subsidy policy and complete the funding work well for the college students from poor families,the first step is to identify who are really from poor families.By now universities usually identify poor students through the following program: individual application-democratic appraisal,publicity-school review,publicity.This confirmation process has some problems: It is difficult to grasp the true financial situation of the students and families as well as determine poverty standard;student relationships has a great impact on the funding results;free funding takes up high proportion and finally result in the phenomena that non-poor students are trying to cheat as poor students.Recommendation: from the policy aspect,improve the economic situation audit of the students' families;strengthen credit education and establish the credit files;reduce the free financial support;establish an index system of identifying poor students so as to carry out the quantified assessment.
