Open University:The Great Leap Forward in TVU's Development

摘　　要：文章指出组建开放大学是新形势下电大发展的必然选择,论述了开放大学的五大主要任务:建立强大的网络平台、整合与开发丰富的学习资源、建设高素质的师资队伍、建立学分银行系统和构建现代远程开放教育新模式。Through analyzing the basic trend of educational policy development and TVU's development itself,the author points out that building Open University is necessary for TVU's development in new situation.Five main tasks for Open University are further discussed: building powerful network platform;integrating and developing rich learning resources;improving the quality of teachers;building credit bank system;building new mode of modern distance open education.
