摘　　要：在中央广播电视大学的基础上建立的国家开放大学,是一个复杂的系统工程,涉及到许多方面的问题,开放大学的建立首先必须立足于我国的国情,各地开放大学则应根据本地区的实际,解放思想、勇于创新,确立自己的办学定位,形成自己的特色,这样才能更好地为地方社会经济建设服务。It is a complex undertaking to build Open University of China based on Central Radio and TV University,due to lots of concerning issues.The building of Open University should be adjusted to the situation of China.According to different local situation,the local Open Universities should be initiative,and position themselves well.Also,they should stress their local features,so as to serve the local economic construction better.
