摘　　要：速度目标值是铁路主要技术标准的核心参数,根据衢宁铁路功能定位,针对项目所处区域周边路网建设标准较高、研究年度具备客货分线条件以及本线客流总量不大、但不同路段客流差异较大的特点,通过对不同速度标准与功能定位的适应性、与路网衔接线路的协调性、建设标准的差异性及项目工程特点对投资的影响分析,提出了分路段选择速度目标值的建议意见。Target Speed is one of the core parameters of main technical standards of railway.According to the functional orientation for Quzhou-Ningde Railway,the article focuses on its characteristics,that are: in the region where this project is located,the construction standards of the railway network are higher;within the working life which had been researched,the condition of separated operation between passenger and freight transportation may be achieved;the passenger flow will be not heavy but the passenger flow differences among the different line sections will be bigger.Then through analyses on some aspects,including the adaptabilities to different speed standards and different functional orientations,the coordination ability with railway network,the differences among construction standards,and the effects of the project characteristics on the project investment,this article puts forward the suggestion that the designer should choose the different target speeds based on the different railway sections.
