南水北调中线工程水源区生态补偿机制研究

摘　　要：南水北调中线工程的实施,对丹江口库区及上游的生态环境保护提出了更高要求,这将对当地经济发展产生一定影响。按照"谁受益,谁补偿"的原则,因工程而受益的各方应向受损方进行补偿。以保护丹江口水库水质和实现南水北调中线工程水源区可持续发展为目标,分析了建立南水北调中线工程水源区生态补偿机制的必要性,并基于经济外部性理论及水源区3县与邻近3县经济发展状况的比较结果,提出了生态补偿原则、主体、标准和方式,补偿资金筹措建议。The construction of Middle Route Project of South to North Water Diversion requires better ecological environment in the reservoir area and upstream area of Danjiangkou Project,which will influence the transformation from resource advantage to economic advantage in the areas but benefit northern China.According to the principle of 'who is benefited,who compensates',the benefited party should compensate the benefit-lost one.Aiming at the water quality protection of Danjiangkou reservoir and sustainable development of water sources area of Middle Route Project of South to North Water Diversion,the necessity of establishing ecological compensation mechanism for water sources area of is analyzed;on the basis of economic externality theory and the comparison of economic development of 3 counties in water sources area and 3 neighbor counties,the suggestions on the ecological compensation principle,compensation party,compensation standard and mode,compensation fund collection are put forward.
