信息社会分化现象透视及应对措施

摘　　要：文章指出信息社会分化是社会信息化进程中的一种历史必然,透视信息社会分化现象及其影响,分析信息社会分化的影响因素,包括经济社会发展的不均衡、知识产权过度保护、信息基础设施的差别、信息个体素质的差异等,最后提出国家信息政策的积极引导、引入经济学中的"长尾理论"的信息资源整合、信息基础设施建设、信息技术教育普及等减缓和消除信息社会分化的应对措施。This paper points out that the information social differentiation is a historical necessity in the process of social informatization,and pays attention to the information social differentiation phenomenon and it's influence,and analysis the factors affecting the differentiation,including uneven economic and social development,excess protection of intellectual property,differences in information infrastructure and individual information quality.Finally the paper puts forward the corresponding measures to reduce or eliminate the influence of information social differentiation,such as the national information policy,the integration of information resources introducing the 'long tail theory',information infrastructure construction,the popularization of information technology education,etc.
