摘　　要：确保人才培养质量是现代远程开放教育的永恒主题。根据民族远程开放教育的特点,从民族地区和少数民族求学者实际出发,对影响民族远程高等教育质量的因素进行分析。研究既符合开放教育人才培养目标和人才质量规格,又体现实事求是、突出特色的质量评价标准,提出少数民族远程开放教育教学过程的质量评价模式,构建少数民族远程开放教育质量评价内容体系,是现代远程教育机构和教育工作者的重任和使命,也是促进民族远程开放教育得以顺利发展的重要保障。The eternal theme of modern distance education is to ensure the quality of personnel training.According to the actual conditions of regions and learners of ethnic minorities,the important task and mission for the organizations and educational workers of modern distance education is to work out both the personnel training goal and personnel quality criteria,and the standard of quality evaluation should characterizes the actualities and the features,which can guarantee the smooth development of the national open and distance education.The article analyzes the factors influencing the quality of national higher distance education and suggests a set of quality evaluation mode in the teaching process of ethnic minorities of open and distance education in order to construct a quality evaluation system of ethnic minorities of open and distance education.
