新疆高校跨越式发展能力的构建

摘　　要：新疆高校在新疆跨越式发展和长治久安战略目标的实施中,居于智力、人才和科技成果支撑的核心地位。为此,新疆高校应积极构建'点线面'三位一体的产学研协同创新模式,顺应发展的形势需要,促进新疆高校不断提升服务跨越式发展和长治久安的能力;积极优化政策环境,大力推进新疆高校走向跨越式发展的主战场;强化协作关系,推进政产学研协同创新发展;深化高校体制改革,走人才培养、科学研究和服务经济社会发展多赢之路;积极发挥比较优势,创新高校服务跨越式发展的新模式。应为服务于跨越式发展搭建立体而完善的技术转移体系,抓住工作着力点,加快推进新疆高校的技术转移工作;坚持综合施策,加快推进新疆高校科技转移中心建设;积极推进校地校企合作,为新疆跨越式发展作出贡献。Xinjiang's institutions of higher education take up a leading position of intellect,talent and scientific achievement in striding progress.Therefore,the institutions should take the cultivation of urgently-needed professionals for striding progress as their supreme duty and offer to shoulder the obligation of providing Xinjiang's striding progress with professionals and technical backup as well as theoretic support for scientific decision of major development project.The institutions should be urged to raise their capability to serve for striding development and long-term stability,optimize policy environment,propel the institutions to a major battle field for striding progress,intensify coordination,boost innovative ad development in government,industry,learning and research;develop comparative advantage and create a new model of serving for striding progress.The institutions are obliged to put up a sound 3-D technique-transfer system for striding progress,concentrate on work focus and accelerate the technical transfer of the institutions;adhere to practicing policy as a whole and push ahead construction on scientific-center shift in the institutions;promote the cooperation between school and enterprises,making contribution to Xinjiang's striding progress.
