公立高中负债问题新探——软预算约束与逆向软预算约束的视角

摘　　要：日益严重的高中负债问题已成为当前公立高中建设与发展过程中的隐患,严重制约了公立高中的健康、可持续发展。文章从软预算约束和逆向软预算约束的视角,探讨公立高中向上攫取预算外资源的负债行为和向下攫取预算外资源的负债行为及其危害,并提出硬化预算约束的对策。The growing indebtedness problem of high school has already become a hidden trouble in the construction and development process of the current public high schools,severely restricting their healthy and sustainable development severely.This paper studies on the liabilities behaviors of public high school to grab the extra-budgetary resources from the perspective of soft budget constraint and reverse soft budget constraint upstream and downstream,investigates the causes and hazards of these behaviors and proposes a number of countermeasures to harden budget constraints in order to make some new explorations for solving the indebtedness problem of public high school from the system.
