“三权分立”与“多中心制衡”——试论学前教育公共服务多元供给主体间的关系

摘　　要：学前教育公共服务供给主体是多元的,主要包括政府、市场和公民社会三个方面。从理想类型的角度来看,学前教育公共服务供给主体之间存在着四种关系:"单中心"权力导向、"多中心"权力导向、"单中心"需求导向、"多中心"需求导向。为了更好地建构符合中国现实国情的学前教育公共服务体系,我们需要建立起"权、责、效合一"的制度机制和建立在公共服务联合体基础上的协调机制。Preschool education public service supply subject is multiple,including government,market and civil society three aspects.From the point of view of ideal type,there're four kinds of relationships among preschool education public service supply subject: 'one center' power orientation,' multiple center' power orientation,'one center' demand-oriented,' multiple center' demand-oriented.In order to better construct preschool education public service system,we need to build a 'right,responsibility,effect ' whole system and the coordination mechanism based on public service association.
