摘　　要：法律规定发展学前教育是政府的责任,公共外部性是政府承担学前教育公共服务责任的合理基础,学前教育现实发展形势是政府承担学前教育公共服务责任的客观要求。然而,当前学前教育发展中仍存在责任主体边界模糊不清、责任履行缺位现象严重、责任配置财权事权失当等问题。各级政府需分别从规划责任、财政责任、监管责任中厘清各自的分工和职责,真正形成"保基本,广覆盖"的学前教育公共服务体系,保障我国学前教育健康发展。National ordinance and regulation stipulate that improving the development of preschool education is the responsibility of governments at all levels.Public externality provides basic reason of governmental responsibility.The worse situation of preschool education needs governmental responsibility.In fact,the responsibility of government is carried out powerlessly,there is unknown main responsibility,power and property rights are not matching.Governments at all levels need to,respectively,from the planning responsibility,fiscal responsibility,regulatory responsibility to clarify the respective roles and responsibilities for the healthy development of preschool education.
