摘　　要：中国共产党第十八次全国代表大会是在我国全面建成小康社会决定性阶段召开的一次十分重要的大会。认真学习和贯彻党的十八大精神,关系党和国家工作全局,关系中国特色社会主义事业长远发展,对于鼓舞和动员全党和全国各族人民继续推进全面建成小康社会进程、加快推进社会主义现代化、坚持和发展中国特色社会主义,具有重大现实意义和深远历史意义。学习和贯彻党的十八大精神,首先要深刻理解和牢牢把握党的十八大主题。党的十八大主题简明而又鲜明地向党内外、国内外回答了我们党将举什么旗、走什么路、以什么样的精神状态、朝着什么样的目标继续前进等关系党和国家工作全局的重大问题。The eighteenth National Congress of the Chinese Communist Party in China is a very important meeting while our country is in the critical phase of building a comprehensive well-off society.Careful study and implementation of the spirit of this congress involves the overall work of the party and the country and the long-term development of the cause of socialism with Chinese characteristics,and it has important realistic significance and far-reaching historical significance for encouraging and mobilizing the whole Party and the people of all ethnic groups to continue advancing the process of building a comprehensive well-off society and accelerating socialist modernization and adhering to and developing socialism with Chinese characteristics.Studying and implementing the themes of the congress requires deep understanding and firm grasping of the eighteenth congress.These themes declare concisely and clearly to the inside and outside of the party,and to the domestic and foreign societies the major issues which involve the overall work of the party and country such as what banner to hold,which way to go,with what mental state toward what goals,etc.
