HSE管理体系策划环节PDCA循环分析及其改进对策

摘　　要：通过HSE和质量管理体系标准要求的对比,指出HSE管理体系策划的主要内容包括危险源和环境影响因素识别、风险评价、制订目标指标和确定风险控制措施。策划环节按照过程方法形成输入和输出。遵循PDCA循环原理,策划环节是体系运行的启动环节,自身同时形成小的PDCA循环。通过定期或不定期评审,建立新的输入,实现持续改进。由于缺乏PDCA循环的总体思路,策划环节通常未能建立有效的输入,输入与输出脱节,风险控制措施缺乏针对性,评审未能有效实施,导致策划未能在体系运行过程中发挥应用的功能。针对存在问题提出策划环节PDCA循环的改进对策及建议。Based on comparison of the management system standards of HSE,environment,occupational health and safety,and quality,this paper introduces the main contents of the plan segment of the HSE management system,which includes identification of health,safety and environment hazards,risk assessment,setting objectives and targets,and formulation of risk control measures. It points out that the plan segment involves input and output according to the process method. Following the principles of PDCA (Plan,Do,Check,Action) circle,the plan segment serves as the start-up of the whole circle and constitutes its PDCA sub-circle,establishing new input and achieving its continuous improvement by periodical or non-periodical evaluation. Due to the lack of the awareness of PDCA,the plan segment is established on non-effective input. The plan segment can’t perform its desired function during implementation and operation because of the disconnection between input and output,the impertinence of risk control measures,and the lack of effective evaluation. According to the existing problems in the plan segment,the paper provides corresponding improvement measures and suggestions for the plan segment of PDCA circle.
