摘　　要： 转变观念 ,正确认识现代远程开放教育的地位与作用 ,加大投入 ,加强管理 ,实现“教”与“学”的换位 ,构建质量监控与保证体系 ,充分利用教育教学资源 ,积极实施现代远程开放教育 ,为培养创新人才作出新贡献。To carry out the modern distant and open education, the people concerned should change their traditional ideas, correctly understand its position and role, invest more and enhance its management. The traditional role of teaching and learning should also be changed, and the educational resources should be made full use of so as to carry out such education and to bring up new talents.
