摘　　要：哈尔滨热电厂是我省实行集资办电最早的企业之一，造成了一个企业有多个投资主体所形成的资产和多种核算体制，对其实行公司化改组，将各投资方变为统一的利益主体的独立发电公司是解决问题的惟一出路。在产权界定上，各投资方产权比例成为改制工作能否顺利进行和公司能否组建的关键问题，也是国内许多国有企业在改制过程中面临的共性问题。Harbin Heat and Power Plant, as one of the earliest es tablis hed power plants with raised funds, has the characteristics of having assets fro m many investors within one enterprise and many kinds of accounting systems. It is not good for the production management and future development of the power pl ant, and therefore, the only solution to this problem is to restructure the pl ant in the form of a company and make it an independent power company with diffe rent investors having mutual target. In the determination of property rights, th e proportion of each investor becomes the key factor determining whether system reform can be carried out smoothly and whether the company can be restructured . This is a common problem existing in system reforms in many stateowned enter prises. This paper makes studies of it.
