区域性投资环境的战略研究——兼论南京市的投资环境

摘　　要：中国经过20年的改革开放,经济建设取得了举世瞩目的成就,各地区经济也获得了高速成长.经过20年的改革开放,我国已建成了与市场经济要求相适应的经济体制的基本框架,过去曾经给外商、外资进人和运作带来诸多不便的体制性障碍已逐步消除,并且随着中国加入世界贸易组织步伐的曰益加快,我国经济体制与国际接轨已渐成现实.基于上述变化,对区域性投资环境的战略研究的视角和重点,应从政府的政策供给和体制变革转向对外商、外资进入某一地区(市场)的目标的研究;对吸引外商、外资的区位条件的研究;以及在国家开放政策下形成的开放格局中本地区所处的地位及前景的研究.Through 20 years of reform and opening to the outside world, investment policies and conditions in China that once had differences between areas have tended to the same. It has been gradually realized that China's economic systems connect with the international economic systems. Hence the viewing point and the stress of reginal investment environment strategic research should turn to the research of target of foreign merchants entering one area(market), to the research of reginal conditions of attracting foreign funds, and to the research of local place and future in the background of national opening to the outside world from the policies supply and the systematic reform. Present key to attract foreign funds and win markets is to improve reginal conditions and supply quality and effective services.
